Impact Metrics

LR3 Solutions (LR3) has facilitated the award and conveyance of four utility systems at three locations, enhancing infrastructure and operational efficiency resulting in over $250 million cost savings to the Government. As a result of these efforts, wastewater treatment plants, substations, transformers, and 200 miles of critical line infrastructure will be upgraded to enhance the reliability and resiliency of the utility systems.

We provide price analysis and cost estimating to ensure accurate financial planning and budget optimization on 50-year utilities contracts. Our precise cost projections and price reviews help clients maximize resources and mitigate financial risks.

Impact Metrics

LR3 has responded to over 600 requests per year at 123 total DoD utility systems at 55 locations resulting in up to $50M per year in Government savings. LR3 assists the Government in fair and reasonable determinations in accordance with FAR 15.404-1. LR3 services include price analysis and cost estimating services for contract modifications, price revisions, and inventory change requests to utility service contracts. LR3 reviews 10 to 15 Electric Vehicle Charging Stations projects per year with an average value of $1M furthering the Government energy savings performance goals.

Impact Metrics

LR3 has provided cybersecurity assessment reports for 11 utility systems at five locations. LR3 provides technical assistance to the Government and offerors to implement DFARS cybersecurity clauses and maintain compliance with current and future contracts based on NIST Special Publication 800-171 and DOD CMMC security requirements. LR3 reviews proposed change requests to determine if cybersecurity costs related to requirements for cybersecurity equipment/software/labor are reasonable.
